What always helps me when making a new character is tropes. Start with a character trop like "The nice one" and but your own original spin on it. Like if your character is always helping someone or letting someone cut in line. Give them a villainess rezone like trying to rob some place but have an airtight alibi, and make the hero look like the bad guy by fighting them.
